Did Rudy Giuliani learn only half the lesson from his failed presidential campaign four years ago?

Starting strong in polls, he skipped the retail politics in both Iowa and New Hampshire and was woefully behind before he even started to gather votes. Now, he seems to be planning to skip Iowa and start in New Hampshire.

Candidates skip Iowa at great peril. Iowa is where the folks from the media form early but lasting impressions of the candidates, their staff, their positions on issues – and their campaign plans.
